Ed Voss is a partner at Brown & Hofmeister specializing in litigation and appeals defending local governments in a broad range of cases. His prior experience includes ten years as an assistant city attorney for the city of Dallas, where he was head of the Civil Rights Litigation Section, and head of the Code Enforcement Litigation Section. In addition to other small firm experience, he has also practiced with a major defense contractor, and has other governmental work experience. Ed’s primary areas of practice include litigation and appellate work involving civil rights, constitutional law, municipal land use, zoning and ordinance defense, housing discrimination, employment law, personal injury, and construction law. In addition to his litigation practice, Ed provides general municipal representation to a number of North Texas cities.


Ed is board certified by the Texas Board of Legal Specialization in Civil Appellate Law.  He is the co-editor of the third edition of Sword and Shield, A Practical Approach to Section 1983 Litigation, published by the American Bar Association in 2006.  Ed has published several articles related to municipal legal issues, and is a frequent speaker at municipal law seminars.  He is currently the Chair of the Section of State and Local Government Law of the American Bar Association.
